Twisted Fate tooltip bug

When you get in game and look at your abilities, it says that red card on w gives -%3000 slow and your e gives 1000% attack speed. There is no way to duplicate this bug other than playing twisted fate, it happens every game. I know it's a small bug but I'm just trying to help out.
