[Gameplay] When a Biscuit is added to your inventory, you are unable to refund item purchases

Description: When in game (tested in ARAM and Practice mode) and using the Biscuit Delivery rune, when the biscuit is added to your inventory you become unable to refund any recently purchased items, even if you're still in fountain and haven't yet entered combat.

Reproduction rate: 100% easily tested in practice mode. Purchase item, wait until 3 minutes when a biscuit is added and you are unable to refund the item.
