LOL Client not updating LP after a win in Ranked.

I have won 3 FLEX ranked games in a row now. I am stuck at 66 LP and it will not increase when I win. I recently got a notification that I was in Promo and it hasn't given me the promotion for winning. I can't gain ANY LP for a win no matter what I do. Is there a bug or patch error causing this?
