LVL 3 Honor Flare

Why the heck is my flare not permanent? this seems very impractical . were do i sign a Petition so that once one unlocks lvl 3 honor that the Flare will show every match. if its all about getting people to continue to be nice maybe make the system to lose honor based on behavior . Just saying i am nice and am a good sport but some don't honor me Every time which then make me sad that i don't get to see my honor flare. i like the new flare's but the system to me seems a little screwy pardon my french.
