freeze in picks and bans

This happened to me at least 5 times. the picks and bans lobby stops working. Basically it freezes. Not like unresponsize freeze that you see when a program stops working, but more like the timer pauses, and you can still move the window around and stuff. The first 4 times did not bother me because even in ranked lobby, it did not penalize me in anyway. lobby would freeze, I would be unable to pick a champion, I close leagues and open it again, get right back into que and in game without problems. Today I was last pick in ranked, and their last pick never finished picking, and my client stayed that way for a while. I restarted client and logged in, and its making me wait 4 minutes to get into que. I have a cutting edge computer with 4930k 780ti 48 gigs of ram, and latest drivers for everything. I don't like the fact that I get punished because of a bug in the official game client. Oh yeah, I also like men.
