VelKoz's E no longer grants vision? Most likely a bug i hope.

Hi, as a velkoz main I notice everything that happens to him. No Buffs or nerfs this patch for velkoz, but for somereason his E is not giving me vision over walls, in the dragon/baron pit, or anywhere in the fog of war. I really would like an explaination for this, especially since its a key component in drag steals, setting up a combo or just checking a bush. Thanks!
