Soraka Combat bug

If you get mobies on soraka and you heal someone it removes the extra speed, yet if you have homegaurds it doesn't remove the extra speed for that, and since both items and supposed to take you off the buff if you go into combat shouldn't Soraka lose her speed or is she not supposed to lose her speed with the mobies since your are not always entering combat
