If you use q on a minion and use the blast on a tower, you can use the blast 2-4 times, if the blast is used on an inhib it can used unlimited times.

It's showing you that you have the onhit effect, but it doesn't apply to towers so it waits until you aa an applicable target or until the time runs out. It does the same things with other stuff like rengar q, gragas w, etc.
