Gameplay - Sion 'Q' and 'R' not working

I was playing Sion and was unable to use the 'Q' (Decimating Smash) or 'R' (Unstoppable Onslaught). This problem persisted throughout the game and into the next. Pressing the 'Q' button would trigger a clicking sound but the ability would not occur; same with the 'R' button. I tried activating the abilities by simply clicking on the ability icon themselves with the same result.

restart your client is usually the fix to these.

well I've heard sometimes it will fix if you change to smartcast and back (i think it's called quickcast now) but I've also been told that it isn't a guaranteed fix.
