why cant i start a game

i have low priority q's but i wait the 20 minutes then it doesnt put me into a game i waited up to 30 minutes actual time. then left q tried to join again waited 2o minutes and then again wont put me into a game i just wasted an hour jsut sitting for nothing thanks riot would be nice to be able to get into a game
