Inconsistent Clepto/Sheen on skills that can be reactivated

Talking with a friend some days ago i found that jax e can activate sheen (wich mean also clepto) two times if timed properly, (this is if you reactivate your e once 1.5s have passed since you attacked after activating e but before its time to be reactivated expires), i found it weird as Sion can t do the same with W , being that both are similar skill (defensive yet offensive skills that can be activated two times) so i decided to see what happens with other champs but it seems like it has no real logic. Here a list on what I've found : Jax e -> both (cast and reactivation) Kled e -> both Syndra w -> reactivation but not the first cast Ziggs w -> just the first cast Urgot w ->both Urgot R -> 1st Rammus w ->1st Sion W -> 1st Tahm kench w -> 1st Lux E -> 1st Lee Sin Q W E -> all of them both Jarvan R -> both (destroying wall before it expires) Janna Q -> both Camille Q-> both

Is this intended ?
