Tooltips in client work like 20% of the time...

Nothing comes up when hovering over friends in my friends list, rune pages and runes, or masteries....

Only way I've seen to fix this is to restart the client, but it only helps for one game maybe.. Makes it impossible to update my masteries and adjusting rune pages is a pain in the ass. Anyone have a fix for this?
