Chroma Not being able to be picked in Champ Select - locked out , cant find any info if recent issue

Specifically for me i can not pick blitzcrank gunmetal as its locked out , but ive own it for a few months now . doesnt matter the gamemode its locked out , the store says i own it , and the skins tab is broken again so ya...

i have chromas for rengar , however in the training tool (only quick way to test other chromas) all of rengars skins are blank with no picture ~~and the chroma wheel is missing ~~ - If i spam click the rotation arrow it brings back the pictures for only the skins i own and the chroma wheel , however his chromas are locked for me as well

is there a recent issue with chromas that i dont know about or what ? it says i own the chromas in the store.
