I noticed Azirs Sand W doesn't come out near enemy towers. Is it suppose to do that? Like there are certain areas where it wont pop out and it looks like it just disappears. I just played him recently. The cool down's pops and everything.

Azir can cast soldiers on a turret for damage. You'll hear the sound and visual effect. You should still be able to summon soldiers near the tower though.
