[GAMEPLAY] Anivia Flash Frost effect and visuals do not seem to be lined up.

I just tried out the Anivia changes for the first time and I do not believe I was ever able to land the re-activation of Flash Frost despite the visuals clearly indicating it should hit. I fired plenty and I'll credit some of them to possibly being mistimed but I never had this many issues with her old Flash Frost which lacked a visual indicator entirely for the detonation radius. I would not play Anivia again without reasonably being able to judge whether or not her Flash Frost is going to land, the chill and the stun being vital tools in her kit.

Yeah, League has a ton of small glitches like this (small as in they don't crash the game). I noticed that Annie's W will sometimes not proc the passive (and deal no damage whatsoever). I also died while inside my ult as Kindred a couple weeks ago (I even had a friend spectating; he rewound it a few times and could confirm that I was IN the ult zone).
