So here's how I fixed the problem.
First make sure LoL is completely uninstalled and the Riot Games folder is deleted along with all of its contents.
Then download and install the game on a separate computer. (Make sure it works)
Copy the whole Riot Games folder from the working computer on to a thumb drive. (Around 5gigs free space needed)
Copy the Riot Games folder from your thumb drive on to whatever drive has enough storage. (Mines was the traditional C:// but not in the Programs x86 file)
Run the game from within the Riot Games folder under admin.
So this happened to me twice on two different laptops. Luckily I owned a desktop which ran the game without a hitch.
I hope this helps someone cause it sure caused me a major headache when I couldn't play on my day off. Have fun!
