Idk what happened but i just bought cassiopeia and i still don't own her.

Best thing you can do is take the screenshots of your purchase history, and changes in your BE values, and submit them as a ticket to Riot. Either the champion you bought will be gifted to you, or you'll receive the BE you spent back.
Same problem here with Ornn! Posted it but nobody seems to comment or do something..
