TFT, extremely uneven champions pool

I'm not sure if it was by intentional design, but the current TFT champions pool can be extremely uneven in a certain game. For example, in one game you can see 7 Jinx and 1 Cho, but in another game there can be three level 2 Cho but only single level 1 Jinx, although at least 3 of the players refresh like crazy in order to get one Jinx. Another example, in one game you see 4 players all have Kayle, and other players were crying but cannot get a single Karthus; while in another game you see the opposite.

It is obvious that the total champion pool is uneven in a certain game - for champions with the same gold price, some are rare, some are not. What I feel is that the extent of unevenness is too much so that your fate is determined at the point you decide your final team camp, which usually happen around middle game, when you have no idea which 4-gold and 5-gold champions are rare in this particular game.

For example, in the middle game you get Leona plus the other 4 nobles, then you decided to go 6 noble as your final goal. And unfortunately, Kayle is extremely rare in the champion pool of this game.... Boom, you are doomed and determined to lose by the system... and you have no control of it - no one can know whether a 5-gold champion is rare before getting level 8...

This is not fun honestly. Even when I was the lucky one and was watching my skillful opponent died because of this unevenness, I did not feel good - I feel the win is not deserved and the champion pool is determine the result...

Anyone also hate this funny design?
