all abilities frozen bug

just lost a ranked game due to a bug. i die late game, and when i come back all of my abilities are grayed out and it says im level one(im level 15 at this point). couldnt cast anything, not even b to go back to town. i turn level 16 and my level goes back to normal but still cant cast any abilites. thanks riot.
