Got into champ select and screen goes black

Today i went into a game the champ select screen went black and made no sound or anything and i guess the game timed out and put me back to the lobby and it wasn't a black screen once it put me back BUT it gave me a 15 minute wait time for something i had 100% no control over it wasn't my computer bugging or my internet being bad the game just glitched.
