Every time i log in launcher updates to 33% then lauches

every time since the 5.16 update I will click the LOL launcher and it will pop up I will click launch and it will take like 2 seconds to update to 33% then finish. After that I will type in my password and it will take like 20-40 seconds to log in being extremely lagy. Once i get in a game i will notice my ping is 999 and will fluctuate in game every like 1-3 minutes from 60 ping(normal) to around 1300 ping. All of this just started happening like 2 days after the server move and now i cant play witch is unfortunate since i love playing league. Can anyone help me?

Whenever I have the LoL client running (In game as well as in the lobby/login screen), my connection gets really bad.

I type ping http://www.google.com into command prompt and notice that my ping will jump from a consistent 30-ish to 500 or higher. Additionally, several requests will time out altogether. When I close LoL, my connection returns back to normal.

This has never happened before patch 3.14.

On a related note, logging on and starting games is extremely slow. Champion select is very laggy, making selecting runes, masteries, summoner's, and champions nearly impossible. Many times the game won't launch after champ select ends, and an error message will pop up that says something along the lines of "failed to connect to server" Clicking the reconnect button doesn't work either.
