Champ Select Issues

So, I was wondering why when i lag out in Champ Select and the game recognizes an error, yet I still get the 5:00 min penalty as if I had left the champ select. I only get this error when I am trying to browse while waiting on my turn to pick my champ. Maybe it is the Porn ... JK

I just do not understand if the game its self sees an error in something, why would one get a penalty due to a seeming server side issue.
