Nocturne new fear buff?

Hello everyone, I love playing nocturne and I was rather excited about this buff to his movement speed, but I feel like it is very misleading. The patch notes say this will be good for the other fears in the game such as shacos fear and fiddles. I just tested this out and it appears to only be giving the speed buff when nocturne fears them not from any other fears.
