Remake Inefficiency

Literally had a Camille player not move for the entire first quarter of the game and could never remake. I don't see the point of having a system so half-assed. I wouldn't complain but this is the fourth or fifth time this has happened to me in a ranked match and I'm tired of seeing it work for the other side on a constant basis. If someone doesn't move for the first three minutes that should make remake available. Thank you
