Sivir spell shield doesn't block Fizz ult since one of the recent patches, 10/10 reproduction rate. It is still possible to block the ult from attaching if you spell shield early.

This isn't a bug. The application of the spell is him throwing the bait at you. That is the part of the spell that you can spell shield. It's really just a spell with delayed damage. Vlad ultimate works the same way, you have to dodge or block the application of the debuff, not the delayed damage afterwards. Same with zed ultimate.

The only champion I can think of that doesn't work this way is Karthus. A Red post would be nice to explain why this difference exists, but I would guess it has to do with counterplay. With Zed, Vlad (although there is just a quick animation), and Fizz there are ways to see the ultimates coming, with Karthus R there is not. It could also be different in that Karthus is channeling his ability while the others are not. At the end of the day though, Karthus is the one that stands out, other champions with delayed damage on their spells function the same way.

I think this is the intented interaction.

This seems to apply to every other delayed damage, except for Zilean bombs - which was changed back when they were a targeted ability (I don't know if it was changed back after they changed Zilean Q to a skillshot).
