[GAMEPLAY] Dr. Mundo Q doesn't refund health cost on killing a unit

This seems to have happened after the recent patch. Mundo restores only 50% of the health cost of his Q even though I use it to last hit minions. Really bad since this is making me lose a lot of Hp in lane and I can't last hit with it anymore due to it not refunding the cost.
