Tibbers Mechanics Broken/Not Working

I spawn stun + Tibbers on a champion(s) and it doesn't stun anyone!

Tibbers also has failed to "Follow last know location" and stops moving/attacking

He doesn't attack the target I designate and he doesn't attack buildings

All of these things happen constantly! I have no video or screen shots (my pc is crap I cant record videos) but I main Annie and I constantly run into issues with Tibbers. Please fix the bear.
