{GAMEPLAY} - Having a card Selected with TF (W) doesn't proc Shiv Lightning Passive

While I was attempting to play Twisted Fate as marksman. Purchased Static Shiv as an Item. Slowly Started to noticing lack of Static Shiv proc. Then Realised that once you have Selected a card from "W" active, and auto a minion or Champion, Shiv passive (Shiv Lightning) doesnt proc. It doesn't just only not proc, it uses up the Shiv Lightning Passive stacks from moving around, and starts from 0 again. This only happens after you have selected a card. Maybe Im wrong and there is a reason as to why the Shiv doesn't proc. But weird how it uses the Stacks though

-Have Static Shiv as Item-

1. Select a card from Twisted Fate 'W'
2. Auto a Minion or champion
3. Watch the Shiv passive stacks reset without any actual damage being dealt from Shiv.

Play on OCE. Tried in multiple games, and Tried in Custom same thing happens.
