CDR with blue buff

If you have 40% CDR and you get the "blue buff" (Crest of Insight) which reads: "This unit has greatly increased Mana and Energy Regen, and +10% Cooldown Reduction up to a maximum of 50%." You still cap at 40%. (Tested on 19-8-2018)
