[Gameplay] Tahm Kench's W Cooldown

I'm not particularly sure what causes this, but occasionally when using Devour on a minion, the Regurgitate cooldown triggers while the effect is still going. This means you have the minion held, but you can't throw it until it automatically goes off. There may be a correlation with the Tongue Lash combo, but it seems hard to purposely reproduce it.
