Cannot select skin in team builder games

As of 4.21, when I join a team builder game, selecting a skin that I already own will have no effect when playing team builder matches, and will default to classic. For example, I own the Tempest Janna skin. When playing team builder, I will select Tempest Janna as my skin, but the game will stick me with classic when the match starts.
