If you play as teemo and run to lane and sit there invisible the remake vote will trigger anyone know about this?

Not really a bug. If you sit for a while without taking action you're counted as AFK, even before the warning popup appears.
no man this is way before the popup pops up. and besides how can this be intended how can I setup ninja teemo sup kills being forced to move
Yes, this is known. You do not need to physically disconnect in order for a remake vote to trigger, you simply need to be marked as AFK for at least 90 seconds. Standing in one spot and doing nothing for an extended period of time is something that will mark you as AFK, thus allowing the remake vote to occur.
