[Gameplay] Singed passive bugged in 9.10 - does not stack multiple times like it should.

Steps to reproduce:

I ran past one enemy champion for 1 stack of passive for 421 movement speed with Celerity.
I ran past two enemy champions for 1 stack of passive for 421 movement speed with Celerity.
I ran past 9 training dummies for only 1 stack of passive for 421 movement speed with Celerity.

I attached a video showcasing the bug. There is also a clip at the end that shows how the passive is supposed to work properly when it stacks.
