Rammus' Puncturing Taunt bug

Lately I've been noticing that when I use Puncturing Taunt as Rammus, the taunted jungle neutrals will not initiate combat by attacking me like they use to. I can stand in the middle of neutrals that are taunted and unless I damage them first, they'll just stand there not moving or attacking.
