Annie Glitch?

I have no proof of this, and i am unsure whether or not it really is a glitch (or if i just suck) but i have been playing annie lately and i have noticed that if i get cced while my q with stun is in the air then it wont stun, or if i die before it connects. I also noticed that sometimes when i summon tibbs with the stun, it does damage but no stun. Again i might have been missing my ult and i dont know is the q feature is intentionally, but both are really annoying. Thanks!
