starting a game with minimap movement unchecked does nothing

1. uncheck minimap movement from interface settings
2. end game
3. start new game
4. mini map movement is now enabled again even with the setting still unchecked

temp work around is check it apply then uncheck it again and apply, but it's annoying to do at the start of every game and if I forget it can get me killed if I accidentally click on the minimap
