I logged on and couldn't see my friends list. at the bottom of my screen it read "logging on to chat service..." i restarted my client and still have the same results. Been waiting for about 20 minutes now.
This has been happening to me also a lot. but not seeing who's on is fine for me because i dont really care all the time about talking to my lol friends. the part about this bug that pisses me off is that when i go into champ select, i cant talk to my team and that really sucks. I need to be able to plan the game in champ select in ranked and be able to ask for a lane. RIOT PLEASE FIX THIS!!!
Will I be able to talk in game? I'm fine with doing team builders until this issue is fixed but if it makes the game unplayable then meh
YUP. same issue. was on and off for a while but today its been like that all day. wont connect to chat when out of game, cant see friends and according to them they cannot see my presence online either and so cant invite me to games. Same during lobby. just get the "trying to connect to chat" message. in game chat has been fine though.
This is extremely annoying. It started happening after 4.21 occasionally but there is no way to fix beside waiting.

What you need to do is download HotSpot Shield.
I had the same problem that you are having. This program secures your network, but it can be kind of annoying. Sometimes, it'll open up during a new tab open to tell you about the premium version... Other than that, after you download the software, your chat should be fixed!
