Ionian Boots doesn't give a real cooldown reduction

I have saw a few game I play with Ionian Boots which got the new passive that reduce summoner spell by 10% together with masteries on utility tree which Insight that reduce 15 summoner spell.. im totally sure both of them are stacked in game.. so yeah.. but thing is when I buy Ionian Boots with Distortion upgrade the cd didnt give the real timer.. example I have ghost and flash then I buy Ionian boots with distortion.. my ghost suppose to be on 134 cd and flash is 194 cd but when I leave the base the cd increase. ghost with 157 and flash 217.. then I need to resell it and rebuy it back to get the actual max cd of ghost and flash.. I think its pretty bugged right now.. ps. I play it on Crystal Scar
