As far as I've ever known, you've never been disabled from buying more than one boot. It just doesn't do much because the MS doesn't stack. But you can still buy them. I've seen games where a player trolls and buys all the different boots and feeds.

you can buy all of them. The thing is you will not receive the effects of ms of next boots, its a classic trolling build runnig all 6 boots :P

From what I know, you are only prevented from buying Boots of Speed if you already have it in your inventory. Once you upgrade them, you no longer have it in your inventory, therefore you are able to buy Boots of Speed again.
