Cannot purchase store items with IP [Client]

I logged into my league client and went to the store with enough IP to buy a new champion. It tells me I do not have enough IP/RP to purchase the champion even though I clearly have enough IP (6400). I signed in two other times to confirm this and it happened all three times.
