[Gameplay] Can't swap item's positions (hotkeys 1-6)

On Summoner's Rift, I've unsuccessfully tried swapping item's positions (swapping it with other items, to be bound to hotkey 1-6 for example). Same thing happened two games in a row (solo queue). I've also tried flipping minimap to original position on the right, which had no effect.

Edit: Just noticed that hovering over items isn't working either, you can't see how many stacks on tear you have for example. This needs to get fixed asap.
