Poppy ' s w according to the skill tooltip it gives Poppy 30% movement speed. I had 400 movement speed and when I activated w, my movement speed went to 490, which is 22,5%.

Unfortunately I can ' t recreate the bug and post an image because I have issues with my pc but you can look it up, if it is true or if that happened to me for that specific game.

It's a soft cap. Movespeed caps at ~425 iirc and gains above that value are reduced. Past 550 they're reduced even further to a fraction of what they should be.

If you have 345 base MS+ item 3009 and get +100% ms, you won't hit 800 (2*(345+55) but closer to ~600 or so.
