Champ select bug (patch 7.4)

I keep getting black screen on champ select after i click accept .it takes around 15-20 sec to respond and i have low specs on .its really annoying i only have like 10 sec remaining to ban a champ . Am i the only one facing this issue?

Edit 1 : i tried it with low specs mode off and im still having same problem
