Elise is unable to use rappel while being damaged

Just started playing Elise and one thing I ran into is that whenever I am taking damage, Rappel does not work whatsoever. Pretty annoying cause there are times I wanna dodge a morg ult or just dodge a incoming ability. But about everytime she does not do it. Please help
