Blue lines all over screen after using smite

After I smite, blue lines flash from the smite icon at the bottom of the screen across the rest of the screen. They continue to do this until smite is off cooldown. This happens about 95% of the time I smite and makes jungling very unpleasant.

To reproduce, literally just smite a monster. It happens less frequently with dragon. I don't know if it happens with champions (for the upgrades that allow you to smite champions). I usually have been building Ranger's trailblazer.

edit: I repaired my client, but to no avail. I attached some pictures. Picture 1 shows how there is no line while smite is off cooldown; picture 2 shows a blue line, but in the game the line is flickering and all over the screen.
