[GAMEPLAY] Issue with using abilities/menu interfaces

I've experienced a glitch where all my abilities become smart casted (I don't smart cast), I can't open the settings/windows with clicks or keys (can't use 'p' for the shop, 'esc' for the menu, etc), I can't click on the mini-map, and can't ping. In addition, all of my movement clicks are red, and I can't stop attacking minions/turrets/enemies once I get next to one. This has happened a few times (at random), usually in the middle of a round, and I can't find anyway to fix it.

Luckily, it's only happened once in ranked, and it was late enough where we had to great a lead to lose. When it happens in a close game, however, there is no way to win, as I can't play with all the tools necessary, and I keep feeding when caught by an enemy (because I can't escape). If anyone else has experienced this problem or something similar, PLEASE let me know. It would be great if Riot could find some solution to this. Thanks.
