/Remake not working eventhough a player was disconnected

Alistar had been disconnected since the game started. He did not reconnect until the time shown in the pictures. However, the /remake vote would not work (the /remake vote did not appear at 3 mins). We initially thought it was because he was being treated afk, then when the game said that he had reconnected (which it never said a summoner had disconnected in the first place) long story short this caused me to lose a ranked game :(
