Can someone purchase RP with this? is this some kinda a crack? If i go to "Purchase RP" then select a country and buy RP with a phone number. Will it work?

I'm not sure I understand the question, but if you circumnavigate getting billed for a SMS transaction somehow, then Riot is simply going to lock your account when they don't receive payment. If you are talking about a legitimate SMS transaction, then your parents are going to receive a bill for your $1,000 of "free" RP, then they will cancel the payment and Riot is simply going to lock your account. In either case, Riot locks your account. Don't do it.
