[Gameplay] Cho'Gaths Ult does not always recieve its 50% CDR upon killing a minion/monster

When you read the description to Cho'Gaths ult, it's supposed to have its cooldown reduced by 50% if it kills a minion/monster.. I've been playing him again recently and his ult doesn't always get the 50% cdr when I feast minions
