Yasuo E bug?

So I was just playing a normal game recently, and I just realized that Yasuo's e cdr is a bit longer than 0.1 seconds. I kept spamming my e to see if it's actually legit and it scared me cause I'm not able to play yas smoothly now. ( No vid cause replay bug) I felt like the e's cdr changed from 0.1 to 0.2-0.3 Pls halp :'(
